Actually, modems use the same two wires your phone does. POTS lines are about as simple as you can possibly get in the world of telephony, and aren't even polarity sensitive. If the phone works and the modem doesn't, it likely took a surge and has been welded permanently on hook. This is an incredibly common failure mode for modems. Get a surge suppressor that also handles phone lines with the new modem.
