Update the second, for clarification purposes:

I am not, repeat not, soliciting, asking, or in any other way requesting that people harass my harasser. Nor do I condone such. I am willing to give out the number privately if asked privately via email upon the most serious assurances that the information will only be used to gain information on this person without actually making contact with them. Period.

I will not stoop to that level and I will not look kindly on people stooping to that level for me, no matter how well-meaning they intend to be.

You're doing everything right. If this guy continues his behavior I hope TPTB nail him good and proper.

The only other thing I'd suggest is that if you suspect he's been tapping into wireless conversations, you CAN get cordless phones with scramblers.

Actually, that's what I'd intended to do. I wasn't going to harrass him, I was going to see if I could nose around and dig up some ID.

Bleeding obvious and unlikely to work, but have you tried Googling on the phone number? Unlikely to give you anything, but stranger things have happened, and at least it's easy to do.
