It is, but there's a good reason for it. If somebody else has responded to a comment, you can misrepresent them by changing your own comment (for instance, you could make texas_tiger's "Yes" a response to something like "Are you a paid-up member of the Republican Party?").
There are boards that do allow comment-editing, and unfortunately this sort of abuse does happen :-(
